Amends Hawaii cigarette tax revenue disposition rules under Section 245-15 of the Hawaii Revised Statutes to modify how funds are allocated to various special funds including the Hawaii Cancer Research Special Fund

Removes the requirement that cigarette tax deposits to the Hawaii Cancer Research Special Fund be used exclusively for debt service of capital expenditures and building maintenance (previously 4.0 cents per cigarette until June 30, 2030, then 2.0 cents thereafter)

Maintains the existing allocation of 4.0 cents per cigarette to the Hawaii Cancer Research Special Fund after December 31, 2025, but allows the funds to be used for general research, operating expenses, and capital expenditures without the debt service restriction

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 for operations and activities of the University of Hawaii Cancer Center

Takes effect July 1, 2026
