Requires the Hawaii Community Development Authority to establish a physical Community Action Center in or near Honolulu's Chinatown area to serve as a resource for urban core revitalization.

Mandates the authority to assess physical, social, and economic conditions of every Chinatown property, analyze preservation and adaptive reuse potential, and draft a strategic revitalization plan for Honolulu City Council legislation.

Requires at least two community design workshops annually, with the opening workshop to exhibit Chinatown's history from Native Hawaiian settlement origins to present day.

Appropriates $2,000,000 in general revenues for fiscal year 2026-2027, contingent on dollar-for-dollar matching funds from the City and County of Honolulu.

Requires the authority to submit reports to the legislature prior to the 2028, 2029, and 2030 sessions on the center's establishment and actions taken; effective date is July 1, 2050.
