Expands Hawaii's cooperative association law (Chapter 421C) to formally recognize four cooperative types: consumer cooperatives, worker cooperatives, producer cooperatives, and multi-stakeholder cooperatives

Allows existing cooperatives formed under chapters 421 or 421C to elect governance under the updated chapter with two-thirds member approval and amended articles of incorporation

Establishes worker cooperatives as entities where at least 51% of workers are members, with patronage based on labor contributed (hours worked, compensation earned, or other measures specified in bylaws)

Creates multi-stakeholder cooperatives that may include multiple member classes (workers, consumers, producers, or other stakeholders) with voting rights structured by class while maintaining one-member, one-vote within each class

Takes effect March 22, 2075
