Authorizes coconut seed banks in Hawaii and allows consumable coconut trees to produce viable seeds for propagation, with the Department of Agriculture and Biosecurity establishing voluntary standards and biosecurity measures

Requires property owners to post and maintain signs identifying any pesticide-treated coconut trees as "landscape palms" not safe for human consumption

Creates a refundable income tax credit for taxpayers who implement natural management practices (biological control, trapping, sanitation, fungal treatments) for coconut rhinoceros beetles while maintaining consumable coconut trees

Takes effect July 1, 2050, with the tax credit provisions applying to taxable years beginning after December 31, 2026
