Amends Hawaii Public Procurement Code (Section 103D-303) to restrict what procurement officers can disclose during debriefings with non-selected bidders on competitive sealed proposals

Procurement officers may identify weaknesses or deficiencies in a requester's proposal during debriefing, but cannot reveal competing offerors' proposals or evaluation scores (except summary scores) until protests are resolved and the contract is executed

Non-selected offerors retain the right to request debriefing within three working days after contract award posting and may file protests within five working days after debriefing completion
