Increases the expenditure ceiling of the State Risk Management Revolving Fund to allow timely use of insurance proceeds from the 2023 Maui wildfires for rebuilding state facilities in Lahaina.

Appropriates funds for fiscal year 2026-2027 to rebuild five specific projects: King Kamehameha III Elementary School, the school's roadway, David Malo Circle and Piilani homes (public housing), Lahaina Small Boat Harbor, and Lahaina Public Library.

Requires the Department of Accounting and General Services to develop a master coordinated project spreadsheet in collaboration with the Department of Education, Department of Transportation, Department of Land and Natural Resources, and the County of Maui.

Prohibits expenditure of appropriated funds for any project until full funding for that entire project has been made available, as determined by the comptroller.

Distributes appropriated funds across five agencies: Department of Education, Department of Transportation, Hawaii Public Housing Authority, Department of Land and Natural Resources, and Hawaii State Public Library System.
