Beginning July 1, 2028, all new state building construction and renovations must include at least one universal changing accommodation in any public family or assisted-use restroom, unless technically infeasible

Universal changing accommodations are defined as powered, height-adjustable adult changing stations that are floor- or wall-mounted in enclosed public restroom facilities

State departments or agencies managing buildings must post conspicuous signage indicating the location of universal changing accommodations

"Technically infeasible" follows the definition in the 2010 Americans with Disabilities Act Standards for Accessible Design (28 CFR part 36, appendix D, section 106.5)

The Act takes effect January 1, 2525 (note: this appears to be a placeholder or error in the bill text)
