Requires one in every three accessible parking spaces to be van accessible across all lot sizes.

Exempts small businesses with fewer than 75 total parking spaces from the enhanced requirements, which exceed current federal ADA standards.

Establishes penalties of $250-$500 per day for private entities that fail to comply, enforceable through civil action.

Addresses limited parking availability for disabled persons and kupuna (elders) in Hawaii, where approximately 8% of the population has a mobility disability qualifying for a parking permit.
