Prohibits the sale, rental, or distribution of disposable bodyboards with polystyrene (Styrofoam) foam cores statewide in Hawaii, beginning January 1 of a year to be specified.

Defines "disposable bodyboard" as a buoyant rectangular object over 23 inches in length with a polystyrene foam core used for water recreation.

Establishes escalating fines for violations: $100 for first offense, $200 for second offense, and $500 for each subsequent violation within the same year, with each day of continued violation constituting a separate offense.

Expands upon Kauai County's existing ban on disposable bodyboards to protect Hawaii's reefs, shorelines, and marine ecosystems from polystyrene pollution.
