Authorizes $76,700,000 in general obligation bonds for the Honoapiilani Highway coastal mitigation project in fiscal year 2026-2027, contingent on receiving $306,800,000 in federal funding.

Relocates the vulnerable section of Honoapiilani Highway (State Route 30) between Papalaua Beach Park in Ukumehame and Launiupoko inland to protect against coastal erosion, flooding, storm surge, and sea level rise.

Restricts all appropriated funds exclusively to planning, design, permitting, acquisition, and construction of the highway relocation, prohibiting diversion to ancillary projects.

Addresses West Maui's only continuous motor vehicle access route, deemed critical for residents, emergency services, essential supplies, and Lahaina's rebuilding efforts following the 2023 wildfires.

Appropriation lapses on June 30, 2028, if funds remain unencumbered; the Department of Transportation administers the project.
