Requires insurers to automatically pay 100% of the personal property/contents coverage limit when a dwelling suffers total loss during a governor- or mayor-declared state of emergency from a covered peril such as wildfire, hurricane, tsunami, or volcanic eruption

Prohibits insurers from requiring policyholders to submit an itemized inventory of damaged or destroyed personal property as a condition for receiving the full contents coverage payment

Mandates insurers pay the full contents coverage within 60 days from the date the total loss is established

Requires insurers to provide written notice to all affected policyholders within 30 days of a state of emergency declaration, explaining their right to automatic payment and the application process

Takes effect January 1, 2027, and applies to all homeowners and renters insurance policies issued or renewed on or after that date
