All municipal wastewater treatment facilities owned by State or county agencies must meet R-1 recycled water standards by January 1, 2040

Department of Health required to establish five-year compliance benchmarks for all affected facilities to ensure the 2040 deadline is met

"State R-1 water standards" defined as effluent water quality requirements for R-1 recycled water established in Hawaii Administrative Rules chapter 11-62

Legislature directed to appropriate sufficient funds for compliance, with an unspecified amount appropriated for fiscal year 2026-2027 to be expended by the Department of Health
