Temporarily prohibits nighttime spearing (after sunset and before sunrise) of uhu (parrotfish) and kala (bluespine unicornfish) in state marine waters around Oahu

Targets herbivorous reef fish species essential to coral reef health, which are particularly threatened by Oahu's high population density

Restriction remains in effect until the Division of Aquatic Resources' Holomua Marine Initiative adopts regulations to recover uhu and kala populations to levels that prevent seaweed from smothering coral reefs

Amends Chapter 188 of Hawaii Revised Statutes by adding a new section to Part II governing fishing restrictions

Scheduled to take effect July 1, 2050, with an unspecified sunset date
