Prohibits foreign nationals, foreign corporations, and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for Hawaii state elections.

Defines "foreign-influenced business entity" as one where a single foreign investor holds 1% or more ownership, six or more foreign investors collectively hold 5% or more, or a foreign investor participates in the entity's U.S. political decision-making.

Requires for-profit business entities making campaign contributions or expenditures to file a CEO-signed certification within seven days avowing under penalty of perjury that the entity is not foreign or foreign-influenced.

Mandates noncandidate committees making independent expenditures to obtain sworn certifications from top contributors (those giving $10,000+ in 12 months) that their funds did not derive from foreign or foreign-influenced sources.

Exempts cargo transport entities subject to the Merchant Marine Act of 1920 and takes effect January 1, 2028.
