Creates a new criminal offense for intentionally or knowingly felling, injuring, or destroying trees on state or county property without consent, or substantially damaging their potential value

Classifies the offense of criminal destruction of a tree on state or county property as a misdemeanor

Requires convicted offenders to pay restitution equal to the tree's replacement value as determined by an arborist, in addition to any other penalties

Effective date of January 1, 2525
