Authorizes the Land Use Commission to amend, revise, or modify decisions and orders granting land use district boundary amendments when petitioners or their successors fail to adhere to previously imposed conditions, regardless of whether substantial commencement of land use has occurred.

Allows the Commission to assess administrative fines up to $50,000 per day plus enforcement costs against parties who violate conditions or representations in boundary amendment decisions.

Permits the Commission to issue orders to show cause on its own motion or upon motion by any party or interested person when conditions related to infrastructure, environment, cultural resources, archaeological resources, or public trust doctrine are not met.

Defines "substantial commencement" as completion of all required public improvements and infrastructure plus 20% of physical private improvements being usable or habitable.

Effective date is March 22, 2075.
