Requires persons whose driver's licenses have been revoked for operating under the influence of an intoxicant to undergo a reexamination before obtaining a new license after the revocation period expires.

Amends administrative revocation notices to include the specific start and end dates of the revocation period.

Mandates that administrative revocation notices explain the reexamination requirement under section 286-108 before a respondent can obtain a new driver's license or renew vessel operating privileges.

Applies the reexamination requirement to both administrative license revocations and court-ordered license revocations under DUI statutes (sections 291E-61 and 291E-61.5).

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
