Amends the Hawaii State Planning Act to establish green infrastructure objectives for state facility systems, infrastructure, and transit projects, including minimizing stormwater runoff, reducing urban heat-island effects, improving air quality, and sequestering greenhouse gases.

Adds quality of experience design requirements for state projects, including creating visual and sound barriers, incorporating live foliage and trees, and finishing exposed surfaces with standardized paint to blend with Hawaii's natural environment.

Defines "green infrastructure" as measures using plant or soil systems, permeable surfaces, stormwater harvest and reuse, or landscaping to store water, allow infiltration, or reduce flows to sewer systems and surface waters.

Establishes new priority guidelines requiring tree planting best practices, maintenance according to Tree Care Industry Association standards, and selection of native species matched to site conditions for biodiversity and maximum environmental benefits.

Requires the Office of Planning and Sustainable Development to submit a report by 20 days before the 2027 legislative session with recommendations for implementing the new green infrastructure objectives and any proposed legislation.
