Establishes the Office of Community Culture and Innovation as an attached office within the State Foundation on Culture and the Arts to integrate culture, arts, and history into community planning and infrastructure projects

Creates a governor-appointed executive director position exempt from civil service requirements, with authority to hire staff outside standard civil service and collective bargaining rules

Requires the office to submit annual reports to the legislature summarizing activities, funding sources, innovative strategies from other jurisdictions, and proposed legislation

Establishes a Community and Cultural Partnership Program to organize stakeholders, improve public spaces, coordinate cultural events, and develop revitalization plans including specific focus on Chinatown area improvements

Appropriates unspecified funds from general revenues for fiscal year 2026-2027 to establish 2.0 FTE positions (executive director and specialist), plus additional appropriation from the works of art special fund for preservation and relocation of artwork from Aloha Stadium
