Imposes a minimum $1,000 fine on dog owners whose dogs injure or destroy property (livestock, fowl, or other property) while on private property zoned for agricultural use without the property owner's consent

Maintains existing liability requirements for dog owners to pay damages for property destroyed by their dogs and to confine or destroy the dog after an incident

Allows any person to destroy a dog that causes further damage if the owner refuses to confine or destroy it, with the owner responsible for trial costs and additional penalties

Authorizes counties to enact ordinances regulating dog owners whose dogs have injured or destroyed another person's animals, without affecting civil liability

Takes effect July 1, 3000
