Animal control officers, law enforcement officers, and firefighters may enter unattended vehicles to rescue pet animals endangered by confinement, with immunity from criminal and civil liability.

Private citizens may also rescue endangered pet animals from locked vehicles if they determine the vehicle is locked, have a good faith belief the animal faces imminent danger, call 911, use only reasonable force, and remain with the animal until first responders arrive.

Officers and firefighters who remove animals must leave written notice on the vehicle with contact information and deliver the animal to a veterinary hospital for health screening and treatment.

Pet owners may retrieve their rescued animals only after paying all charges for maintenance, care, medical treatment, and impoundment.

The Act takes effect July 1, 2026, and applies to vehicles including cars, trucks, and campers.
