Requires the Hawaii Public Housing Authority to allow residents of public housing and state low-income housing projects to keep one or more pet animals in their units, subject to state laws, county ordinances, and reasonable conditions.

Permits HPHA to charge a refundable pet deposit but prohibits monthly pet fees or pet rent.

Defines "reasonable conditions" to include nuisance policies, leash requirements, insurance coverage, and maximum pet limits based on unit size, but explicitly prohibits breed-specific bans or size limitations on pets.

Authorizes HPHA to immediately remove vicious animals to protect persons or property.

Appropriates unspecified funds for fiscal year 2026-2027 to modify 50 sites and establish 5.0 FTE positions distributed across Kauai (1), Maui (1), Hawaii County (1), and Honolulu (2), with an effective date of July 1, 2050.
