Establishes a Medical Debt Acquisition and Forgiveness Program within the Office of Wellness and Resilience to purchase and cancel outstanding medical debt for Hawaii residents

Targets individuals with household income at or below 400% of the federal poverty level, or those earning under $100,000 with medical debt exceeding 5% of their income

Prioritizes acquiring debt for approximately 50,016 Hawaii residents whose $91.3 million in medical debt has already been purchased by a nonprofit debt cancellation organization

Requires the Office to contract with organizations experienced in partnering with hospitals and governments to acquire and discharge medical debt at reduced cost (approximately 0.01% of face value)

Mandates annual reports to the legislature on program progress and analysis of other states' medical debt relief actions, with an effective date of January 30, 2050
