Requires each Hawaii county to collaborate with the Hawaii Community Development Authority to establish a Summer Streets Pilot Program that temporarily closes streets to vehicular traffic for pedestrian and cyclist use, outdoor events, and community activities.

Counties must identify and designate specific streets for pedestrianization, prioritizing areas central to local commerce, cultural activities, and community engagement, with support for bike lanes and enhanced pedestrian pathways.

Each county must submit initial proposals including locations, road closure schedules, planned activities, and projected costs to the Hawaii Community Development Authority executive director by December 31, 2026.

The Hawaii Community Development Authority must submit findings and recommendations, including proposed legislation, to the legislature at least 20 days before the 2027 regular session.

Appropriates unspecified general funds for fiscal year 2026-2027 to be allocated by the Hawaii Community Development Authority to counties for the pilot program, with an effective date of July 1, 2050.
