Establishes one full-time equivalent (1.0 FTE) permanent position within the State Building Code Council to coordinate statewide building code efforts, permitting transparency, and modernization initiatives.

Requires each county to submit periodic reports on building permitting performance, including average and median permitting timelines, permit volumes and backlogs, and identified bottlenecks.

Directs the State Building Code Council to develop a plan for creating a standardized statewide permitting data system or publicly accessible dashboard to improve transparency and coordination across counties.

Requires the Council to develop recommended statewide standards for credentialing, training, and continuing education for permitting officials, which will be advisory unless otherwise provided by law.

Mandates a report to the legislature by twenty days prior to the 2028 regular session on implementation progress, and appropriates unspecified general funds for the new position effective July 1, 2050.
