Honolulu Community College must conduct a comprehensive study and develop a plan for a state-sponsored Maritime Youth Apprenticeship Pathway Program serving individuals ages 16 to 24.

The college must partner with the Department of Business, Economic Development, and Tourism; Department of Education; UH Community College system; and request participation from maritime industry employers and labor representatives.

The study must address curriculum alignment with secondary and postsecondary career and technical education, pathways from pre-apprenticeship high school coursework to registered apprenticeships, and industry-recognized credentials meeting state and federal standards.

A report with findings, recommendations, proposed program structure, estimated costs, implementation options, and any proposed legislation is due to the legislature no later than 20 days before the 2027 regular session.

General fund appropriation (amount unspecified) for fiscal year 2026-2027 to support the study, with an effective date of July 1, 2050.
