Appropriates funds to the Department of Health for fiscal year 2026-2027 to develop and implement a comprehensive watershed-based water quality monitoring pilot program for the Waikele watershed, including Waikele stream and Kapakahi stream watershed, both classified as impaired water bodies.

The pilot program requires monthly stream monitoring, assessment of watershed conditions, identification of pollutant sources, and a report with findings and recommendations to the legislature due twenty days before the 2027 regular session.

Appropriates funds to the Division of Aquatic Resources (DLNR) for mangrove removal and shoreline/stream maintenance in the 19th senatorial district, including Pearl Harbor shoreline along West Loch and Middle Loch.

Mangrove removal expenditures may include phased invasive species removal, native vegetation planting, regrowth prevention maintenance, habitat monitoring, and coordination with the U.S. Navy and Fish and Wildlife Service.

Effective date is July 1, 2050.
