Amends Hawaii Revised Statutes Section 302A-1317 to expand procurement exemptions for the Department of Education's purchase of local edible produce and packaged food products.

Maintains the existing exemption for procurements under $250,000 for local food products from electronic procurement system requirements.

Adds a new exemption allowing DOE to purchase local food products of any amount without using the electronic procurement system, provided the local products cost no more than 5% more than non-local alternatives.

Requires DOE to obtain at least three written quotes for exempt procurements; if unable to obtain the required quotes, written justification must be documented and retained.

Defines "non-local alternatives" as food products that do not qualify as "fresh local agricultural products" or "local value-added, processed, agricultural, or food products" under Section 27-8.
