Eliminates the requirement for a licensed professional surveyor's letter certifying that metes and bounds descriptions conform to accompanying plat maps when recording subdivision lot transfers

Replaces the fixed $2 per hour fee for checking surveys and plans with fees set by rules adopted by the Department of Accounting and General Services

Updates plan filing requirements by replacing "tracing cloth" with any "tangible medium of good quality" approved by DAGS, and removes references to obsolete terms like "blueprint"

Adds additional permissible drawing scales (60, 600, and 6000 feet to an inch) and modifies maximum plan width from variable widths to 36 inches wide without length restriction

Grants DAGS authority to approve exceptions allowing non-contiguous parcels to be shown on the same plan during deregistration
