Amends Section 26-6 of the Hawaii Revised Statutes to authorize the Department of Accounting and General Services (DAGS) to hire civil service exempt employees within the public works division's special project branch for unique and specialized public works projects.

Adds two new exemption categories to Section 76-16 covering civil service requirements: positions in the public works division's special project branch and positions in the comptroller's office supporting IT modernization efforts.

Exempt employees under these provisions remain eligible for state employees' retirement system membership and all standard state employee benefit programs.

Renumbers existing subsections in both amended statutes to accommodate the new provisions.
