Establishes a mandatory 12-month minimum sentence of incarceration without possibility of parole for theft in the first degree when the value of stolen property or services exceeds $250,000

Applies the mandatory minimum whether imposed as part of an indeterminate 10-year prison term or as a condition of a 4-year probation/supervision sentence

Prohibits courts from suspending or waiving the mandatory 12-month imprisonment period under any circumstances

Theft in the first degree currently applies to theft of property/services exceeding $20,000, firearms, explosives, motor vehicles, or theft from persons 60 years or older

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date
