Expands the Department of Taxation and Attorney General's authority to inspect and seize tobacco products, including electronic smoking devices and e-liquids, which were previously not explicitly covered under enforcement laws.

Authorizes inspections of operations, premises, storage areas, vending machines, and business records of any entity engaged in selling cigarettes or tobacco products during regular business hours.

Establishes that untaxed tobacco products are subject to forfeiture as contraband and must be destroyed, extending existing cigarette forfeiture rules to all tobacco products.

Allows seizure of vehicles, premises, vending machines, and other property containing cigarettes or tobacco products found in violation of state tax laws.

Updates Hawaii's forfeiture statutes (Chapter 712A) to remove specific reference to untaxed cigarettes, instead applying summary forfeiture procedures to all contraband broadly.
