Expands Hawaii Technology Development Corporation's grant authority under section 206M-15, Hawaii Revised Statutes, to support businesses applying for any federal research and development grants, not just small business innovation research (SBIR) or small business technology transfer (STTR) programs

Authorizes grants up to $3,000 for businesses applying for federal research and development grants

Creates new grant category for businesses receiving federal R&D awards that require matching funds, providing up to 50% of the required non-federal share

Maintains existing grant provisions allowing up to 50% matching for SBIR Phase I, II, and III awards and STTR program awards

Takes effect July 1, 2050
