Exempts lands designated for filming and film studio operations from requiring prior approval of the Board of Land and Natural Resources for lease dispositions under section 171-11, Hawaii Revised Statutes

Applies to the Hawaii Film Studio at Diamond Head located at 510 18th Avenue on 7.422 acres of state land under Governor's executive order no. 4097

Allows the Department of Business, Economic Development, and Tourism to streamline tenant approvals and film-related business activities without BLNR oversight

Takes effect July 1, 2050, but will be automatically repealed on June 30, 2030 if the Hawaii Film Studio has not relocated from its current site by that date

Recognizes the film industry as vital to Hawaii's diversified economy, creating jobs while supporting environmental protection and sharing Native Hawaiian culture
