Requires the Department of Transportation (DOT) to provide consultative input to the Department of Commerce and Consumer Affairs (DCCA) on port pilot licensure standards, examinations, pilot fees, and the number of pilots needed for efficient pilotage service.

Mandates that the DCCA director consult with DOT when adopting rules, developing licensure standards, suspending or revoking licenses, setting pilotage rates, and ensuring proper pilotage operations.

Removes Port Allen from the list of designated pilotage waters in Hawaii, leaving six designated areas: Nawiliwili, Honolulu, Kahului, Hilo, Kawaihae, and Barbers Point.

Clarifies that DOT retains authority to require additional pilotage beyond minimum requirements when necessary to ensure safety in Hawaii's ports and shore waters.

Takes effect July 1, 2050.
