Expands parole eligibility requirements to include participation in treatment programs (substance abuse, mental health, sex offender), work furlough, and other reintegration programs, in addition to existing academic, vocational education, and prison industry programs.

Requires committed persons deemed suitable by the Department of Corrections and Rehabilitation to participate in and complete recommended programs to qualify for parole.

Grants the Hawaii Paroling Authority discretion to waive program participation requirements.

Exempts committed persons from program requirements if their correctional facility does not offer the relevant programs or facilities.

Takes effect July 1, 2050.
