Removes the $600,000 annual expenditure ceiling on the Automated Victim Information and Notification System Special Fund, which supports Hawaii's statewide crime victim notification system administered by the Department of Corrections and Rehabilitation.

Victim registrations for the notification system increased 38.9% between fiscal year 2022-2023 and fiscal year 2024-2025 (from 42,182 to 58,606), creating greater demand for services.

The special fund currently holds a cash balance exceeding $1,500,000, but the expenditure cap prevents full utilization to cover rising payroll costs from collective bargaining increases and operating expenses.

System contract costs rose 9.17% in fiscal year 2025-2026 (from $90,636 to $98,944), with projected 3% annual increases in subsequent years, along with rising rent, lease, internet, and telephone costs.

Effective date is July 1, 2050.
