Converts the administrator of the Hawaii Emergency Management Agency to a deputy director position within the Department of Defense, serving under the adjutant general who functions as the director of Hawaii emergency management.

Designates the deputy director as the first assistant to the director for emergency management functions, with authority to exercise all emergency management powers and duties in the director's absence.

Sets the deputy director's salary at the tier two deputy director level as defined by the salary commission and exempts the position from civil service requirements under Chapter 76.

Requires county mayors to submit annual reports on comprehensive emergency management plan updates to the deputy director instead of the former administrator position.

Takes effect July 1, 2050, and directs the Commission on Salaries to include the deputy director position in its recommendations for executive branch salary levels beginning with the next adjustment cycle.
