Authorizes the Hawaii Emergency Management Agency (HIEMA) to convert temporary special project positions into permanent positions exempt from civil service requirements under Chapter 76, Hawaii Revised Statutes.

Applies specifically to positions created for Federal Emergency Management Agency (FEMA) funded disaster recovery operations, including roles in disaster recovery, grants management, planning, logistics, mitigation, and operations.

Allows the Department of Defense to authorize overtime compensation for these special project positions, subject to fund availability and Fair Labor Standards Act compliance.

Requires HIEMA to submit an annual report to the legislature listing all exempt special project positions, justifications for exempt status, and recommendations on whether positions should convert to civil service.

Takes effect July 1, 2026, with permanent positions initially corresponding to temporary special project positions in existence on June 30, 2026.
