Raises the prevailing wage exemption threshold for public works construction contracts from $2,000 to $5,000, the first increase since 2002 when the $2,000 limit was established via Act 215.

Creates a new contractor licensing exemption for public works projects where the aggregate contract price for labor and materials does not exceed $5,000 for governmental contracting agencies.

Aligns the two exemption thresholds to streamline procurement for small construction projects, as the current $1,500 labor/materials licensing exemption conflicts with the prevailing wage threshold.

Exemptions do not apply where a building permit is required or where projects are divided into smaller contracts to evade the chapter requirements.

Intended to reduce administrative burdens and delays for routine construction and repair jobs such as plumbing or electrical work at facilities like schools.
