Updates Hawaii Revised Statutes Section 302A-433 to align adult and community education programs with federal requirements under the Adult Education and Family Literacy Act of 1998 and Workforce Innovation and Opportunity Act of 2014

Modernizes terminology by replacing outdated terms like "basic elementary education" with "adult basic education" and "advanced elementary education" with "adult secondary education"

Adds new program areas including English language acquisition, integrated English literacy and civics education, and workplace literacy and workforce preparation programs developed in partnership with employers

Establishes formal definitions for "eligible individual" (age 16+, not enrolled in secondary school, and either basic skills deficient, lacking a high school diploma, or an English language learner), "adult" (18+), and "English language learner"

Expands family education programs to include financial literacy, health and wellness, and family literacy activities that integrate parent education with early childhood education
