Amends the definition of "active duty" to reflect current federal code citations for National Guard and reserve members on active duty orders.

Makes minor grammatical corrections, changing "include" to "includes" for extracurricular activities definition and clarifying that "military installation" does not include civil works facilities.

Compact continues to apply to children of active duty uniformed service members, severely injured veterans (for one year after discharge), and children of service members who die on active duty (for one year after death).
