Authorizes the Department of Hawaiian Home Lands (DHHL) to conduct its own historic preservation reviews for proposed projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources.

DHHL must designate a Hawaiian Home Lands preservation officer with professional historic preservation experience and written delegation from the state historic preservation officer, or hire a qualified consultant.

Requires DHHL to submit all reports, maps, and documents to the Department of Land and Natural Resources for inclusion in the state's historic preservation digital document management system.

DHHL must consult with the appropriate island burial council for projects impacting identified burial sites or when burial sites are inadvertently discovered.

The Department of Land and Natural Resources retains review authority for projects affecting properties listed or nominated for the Hawaii or national register of historic places; effective July 2, 2026.
