Appropriates $14,248,126 in general funds to the Department of Human Services to replenish funds redirected during the federal government shutdown from October 1 to November 12, 2025.

Hawaii Emergency Food Relief Program received $11,807,126 to provide emergency food assistance to 81,399 eligible households (161,549 individuals) enrolled in the Supplemental Nutrition Assistance Program.

Allocates $2,000,000 to the Hawaii Food Bank for food purchase and distribution, and $441,000 to Aloha United Way for 211 call center support.

Emergency appropriation recommended by the governor under Article VII, Section 9 of the Hawaii Constitution to enable the department to meet existing obligations and avoid penalties and interest.
