Establishes a 10-member Hawaii Preventive Services Advisory Committee within the Department of Health, comprising representatives from medical professional organizations and health associations, to advise on clinical preventive services.

Requires all individual and group health insurance policies in Hawaii to cover clinical preventive services recommended by the Department of Health without any deductibles, copayments, coinsurance, or other cost-sharing requirements.

Grants immunity from civil, criminal, and professional disciplinary liability for healthcare providers who deliver clinical preventive services in accordance with Department of Health recommendations, while preserving negligence claims.

Authorizes the Department of Health to issue clinical preventive service recommendations and standing orders for medications and immunizations, with scope limited to services previously rated A or B by the U.S. Preventive Services Task Force as of July 1, 2025.

Amends existing insurance statutes to recognize Department of Health recommendations as an alternative standard for "prevailing medical standards" regarding immunizations and child health supervision services.
