Modernizes Hawaii's emergency medical services statutes by replacing the single "emergency medical services system" with comprehensive "emergency medical systems of care" that integrate pre-hospital care, trauma services, critical care, and disaster response across all islands.

Establishes new definitions for emergency medical personnel categories including paramedics, advanced emergency medical technicians, emergency medical technicians, and emergency medical responders, all requiring National Registry of Emergency Medical Technicians certification.

Renames and expands the advisory body from the "State Emergency Medical Services Advisory Committee" to the "Hawaii Emergency Medical Systems of Care Advisory Council," increasing membership from 20 to 23 members and adding trauma/acute care surgeon representatives.

Requires the Department of Health to oversee statewide 911 emergency dispatch systems, establish medicom centers for coordinated medical communications, and regulate air-medical services including helicopter and fixed-wing patient transport.

Expands data collection requirements to include stroke, burn, and behavioral medical emergencies alongside existing trauma, cardiac, and pediatric categories to improve quality of emergency care statewide.
