Amends Section 340E-7(i), Hawaii Revised Statutes, to tighten the definition of "lead free" for pipes, pipe fittings, plumbing fittings, and fixtures from not more than 8.0 per cent lead to a weighted average of not more than 0.25 per cent lead on wetted surfaces, calculated in accordance with 40 CFR section 143.12(b) through (f).

Retains the existing standard for solder and flux at not more than 0.2 per cent lead.

Expands the list of specific exemptions from the lead-free requirement to include equipment used exclusively for nonpotable service (e.g., manufacturing, irrigation, outdoor watering), as well as toilets, bidets, urinals, fire hydrants, large water distribution main gate valves (two inches or larger), clothes washing machines, emergency drench showers, eyewash devices, and fire suppression sprinklers.

Aligns Hawaii's state lead-use prohibitions in drinking water infrastructure with the federal Safe Drinking Water Act and corresponding provisions in 40 CFR sections 143.12 and 143.13.

Takes effect upon approval by the Governor.
