Distributors of fewer than 5 million containers annually are exempt from independent audit requirements, addressing financial hardship concerns for small businesses

Independent audits must assess accuracy of inventory reports, payments, and fee collections, include a certification of accuracy, and be submitted to the Department of Health by September 30 of the following year

Requires the department to develop a web-based system for online submission of required reports by deposit beverage distributors; effective January 30, 2050
