Adds a statutory definition of "health care" to include prevention, diagnosis, treatment, and cure of disease, illness, and injury, encompassing oral health, behavioral health, and long-term care services.

Refocuses the State Health Planning and Development Agency's principal function from promoting accessible health care at reasonable cost to promoting universal access to high-quality, equitable, and affordable health care for all residents.

Expands the agency's health planning activities to include collaboration with private health care sector participants and address emerging issues such as administrative simplification, health information technology, artificial intelligence, telehealth, and workforce development.

Increases the certificate of need exemption threshold for hospital bed changes from 10% or 10 beds (whichever is less) to up to 30% of a facility's total existing licensed beds within a two-year period.

Exempts health care facilities and services operated by the Department of Health from certificate of need requirements, effective January 30, 2050.
