Exempts multiple positions within the Department of Land and Natural Resources' State Historic Preservation Division from civil service requirements under Chapter 76, including the administrator, archaeologists, architects, historians, burial site specialists, and various technical and administrative staff

Exempts hydrologists and hydrologic program managers in the Commission on Water Resource Management from civil service requirements

Amends Section 6E-3 of the Hawaii Revised Statutes to specify that historic preservation program staff positions may be exempt from civil service while still requiring the program to employ sufficient professional and technical staff

Adds these exemptions as new paragraphs (44) and (45) to the existing list of civil service exempt positions in Section 76-16, which currently includes positions in areas such as the governor's office, judiciary, education, and various state agencies
